(CBS12) — The U.S. Department of Transportation (DOT) says roughly 9,500 commercial truck drivers have been placed out of service this year for failing to meet federal English-language proficiency requirements, as the agency ramps up enforcement of a rule that has been on the books for decades.

State Representative Chris Miller recently filed House Bill 4237 in wake of Katie Abraham, the Illinois native who was killed by an illegal immigrant. Juan Jahaziel Saenz-Suarez, a 27-year-old Mexican national living in Urbana, was charged with reckless homicide and leaving the scene of a fatal injury crash. Miller said his bill is aimed to immediately lock up criminal illegals convicted of a crime that results in death or great bodily harm before deporting them back to their own country.
